Napoleon was not an aggressor except against Russia and arguably Spain. In the other cases, he did not start fights; he finished them.
And he was not an aggressor at all against the peoples of Europe. He was an aggressor against the deeply conservative feudal nobility who were enemies of progress, reason, and efficiency. Napoleon was far more rationalist and humanist than everyone he fought against, except Britain.
I disagree with the idea that having children should be in category 0. Even if you're not literally advocating a requirement to do that, there are plenty of people who have good reasons for not wanting to reproduce in terms of both their own interests and society's. Children are a big responsibility and it seems obviously worse to encourage people who believe they are unable of performing it well to take it on anyway. I realize this can cause adverse selection issues due to Dunning-Kruger and similar, but my prior is that this effect is small relative to the harm caused by unwanted children who grow up to be criminals and/or welfare cases.
