It seems clear that OpenAI had broad editorial control over this independent report through a variety of means, including the ability to directly redact content it didn’t like. This cannot be called an independent report in any sense, and should be read critically. It would not have been called independent in any other industry except this one. The authors were obviously aware of and acknowledged this.
