could this problem be somewhat solved with concentric spheres with all of them being positively charged, with each one holding up the previous layer? The thinking being that the distance the charge has to "support" is shortened considerably. The con is that the lower layers have to support the upper layers. Also, in the real world wouldn't an electrostatic airship have charge leakage and therefore consume power?
