I think agency can mean two different things. One is the sense of agency (the phenomenology). The other is an abstract concept like "choices made with understanding". For someone who cares about the second, the two can come apart. A person can feel agency without actually exercising the second kind, and people in this camp would see that feeling as an illusion.
