@duck_master I asked my boss Vladimir to check and it seems so although it does depend on the country at hand. Above is what GPT summary of the tender says about Non-EU country eligibility. However, this tidbit might also be relevant:
"Subcontracting option If your country does not have eligible access, you may still take part as a subcontractor, because the access rules do not apply to subcontractors (they must still clear the sanctions and exclusion checks)."
As I understand this, it means that in case your Non-EU institution wouldn't be eligible on its own it may qualify if you found a EU based collaborator.
