Yesterday, news broke that Big Tech was trying to sneak AI preemption into the National Defense Authorization Act (NDAA). Preemption means that the federal government would “preempt” all state laws on AI; in other words, if this goes through, states could be banned from regulating AI. Given the lack of federal AI regulation, this would be a disaster.
Congress tried something similar this summer, when they attached a preemption clause to the budget bill. But it failed in the Senate by a 99-1 vote, **thanks to public outcry**. Smarter-than-human Artificial Intelligence could be around the corner, with AI companies racing to build these systems as quickly as possible. Meanwhile, leading researchers have warned that superhuman AI could cause global catastrophe. A 2023 statement signed by thousands of AI experts warned us that “mitigating the risk of extinction from AI should be a global priority”.
It’s a bad idea to build something smarter than you, if you don’t know how to control it. We need guardrails to prevent dangerous, superhuman AI – and fast.
