Moloch

This react is a reference to Scott Alexander's classic essay Meditatons on Moloch, in which the evil god 'Moloch', from Allan Ginsberg's famous poem of the same name, is made the face of all human coordination problems and the suffering and strife that they lead to. In a problem where no actor is ultimately responsible, we figuratively name Moloch responsible, to have an enemy to fight.

This is appropriate when someone is regrettably fighting a faceless bureaucracy, or a culture, or something much larger than a single human, that no human fully determines or controls.
