At the moment most of the bright human capital that's interested in pandemic preventions works on the current pandemic. If you want to donate to general prevention it might be better to wait a year to make your donation when the people who work on the current pandemic have to chose their next projects.
Simple question but surprisingly I didn't find an answer with a quick google. Most charities (including WHO) are focused on resolving the current problem.
