Weren't the agents supposed to have internet access for this task? They were just supposed to be searching the internet individually rather than colluding. The spikes could represent them running the eval rather than collusion (after all I would expect wiki-style collusion to reduce searches since the agents are just cheating and don't have to spend time looking for the data)
